This is a partial revert of some changes here, and unfortunately there are a couple of rough edges, such as around node/96112132 . This was partly because some of the changesets were a mixture of fantasy and genuine improvements.
I didn't revert changeset/121740113 here because the alignment changes looked broadly OK.

So you're saying that you're using the "highway=secondary" key to indicate "surface=paved"? That is simply wrong.
As written, osm.wiki/Lithuania#Roads_outside_of_cities isn't necessarily a problem provided that the person following that rule uses their brain - while tertiary roads outside cities may be generally unpaved, there will _always_ be exceptions and edge cases, apply that as a hard rule is just silly.
That line was introduced to the wiki in 2010: osm.wiki/w/index.php?title=Lithuania&direction=next&oldid=488532 . When things change (for example, more people will be mapping surface keys now) rules should reflect that.

Most map providers' data will be licence-incompatible with OpenStreetMap, so we'll probably need to revert and redact this change..

I know it was ages ago, but it looks like this cased a problem with the Morocco relation.
https://osm.mapki.com/history/relation/3630439 suggests that this re-added way/8692572 (Parsley Island) as an inner to relation/3630439 (Morocco).
There's a note on the Parsley Island way "Claimed by both Morocco and Spain. Neither claim recognized by other party. Since an armed conflict in 2002 between the parties, it remains unpopulated, and both sides agreed not to occupy it. Spain claims the island as part of the municipality of Ceuta."

As has been mentioned elsewhere, it'd be much better if you added more detail to changeset comments. For example, without context, the comment here "fix access" and earlier "fix tag" doesn't really explain what is happening. Looking at something like https://map.atownsend.org.uk/maps/osm-deep-history/#/way/952403857 it is possible to see more context but it'd be much better if the changeset comment here was something like "removing access=no tag as there is no construction here any more".
