Made a bunch of edits in NC to get my feet wet.

Mostly minor fixes related to network connectivity.

Did some editing of way classifications trying to follow the guidelines for California.

Added footpaths for San Elijo Lagoon.

Added roads for much of San Elijo Hills.

Added areas representing a few Encinitas parks.
