OpenStreetMap
There is a great deal of publically available data from various government agencies
most of this is in SHP or SDTS format
I can convert this to a GPX but... the system rejects it
If I try to add it as a track It is a jumble of lines connecting unrelated / out of sequence segments
Any suggestions as to how to format and upload upload this data ?

If it's a shapefile or in another similar GIS format you could import it directly into OSM as-is with a conversion script.
There's a shp2osm script in the OSM svn, but you should ask on the OSM talk mailing list and provide links to the specific data you're working with, there are people there experienced in importing that can give you good advice.
