Yes it is even embedded to the wiki so if you looking for a location e.g.:
http://wiki.openstreetmap.org/wiki/Ireland
There is KI in the external links section

Another great tool is the OSM inspector: http://tools.geofabrik.de/osmi/

Even better when combined with OsmJumper:
- install the Firefox plugin at https://addons.mozilla.org/fr/firefox/addon/93113
- then when right-clicking on the Permalink, you can open the current view in another map f
- you can define a KeepRight link for your region in the OsmJumper options (have a look at existing links as an example).

I have define for example:
- KeepRight: http://keepright.ipax.at/report_map.php?db=osm_EU&zoom=&lat=&lon=
- Sautter: http://sautter.com/map/?zoom=&lat=&lon=

It works on any map with a Permalink. Hope it helps.

Oops, sorry for the double answer and for the broken links due to automatic conversion. Look at the examples in the plugin options (Update) to write your own links.
