I've reverted this changeset as it looks like a number of changes have been made inadvertently. I'll follow-up with a quick update to re-instate what appears to be the target of your change: osm.org/node/1207352796/history/2

I think it may actually be intended to be on the pavement part, as they seem to have added in a new dropped curb now to get off the road and avoid the lights. It feels like it's still a work in progress though.
