If you look at the[General Urbanistic Plan for the City of Skopje](https://gisportal.skopje.gov.mk/gup/) you would see that the boulevards are classified as Magistral highways. Based on the Macedonian OSM Week, all magistral highways are tagged with highway=primary. If the City of Skopje treats them as magistral highways, then we cannot treat them as regional paths. So how should we classify them? The Current classification for Skopje makes sense. We cannot categorize them all as one category. And we cannot do our own classification since Skopje has already decided on that.

This classification is plain wrong. Not only this is a mass automated edit without consulting the Macedonian OSM Community or even attempting to do so, placing purposefully information without research harms the data.

For example let's take Boulevard Ilinden. That is not a TERTIARY ROAD! It's Tag based on the Macedonian Wiki is that it should take the highway tag!
