They do annoy me, especially in Potlatch. You can't change them; I'll forget what I've done in the first bit of the edit, then save it as something I think was the only thing I went there to do. (hmpfh)

In JOSM, keep multiple changesets open as you work, upload to related changesets. Don't worry about closing them, they'll self-commit a few hours after your last edit to that set.
