What software is asking you to add layer tags to objects that don't overlap with other objects?

It's a StreetComplete edit if you don't press save before getting on a plane you get a big bounding box. There is no option to split after the fact.

These are still quite visible on imagery I wonder if it would be worth retaining the geometry but with a lifecycle prefix indicating that it is no longer usable (and shouldn't be rendered or used for routing).
