JOSM does allow you to "upload selection" as well which can be used to shrink the bounding box.

You are also using JOSM which allows you to split edits up into geographic regions so that your bounding box doesn't poke into uninvolved countries on the other side of the Caribbean Sea.

This can also be achieved by simply uploading before making an edit hundreds of kilometres away from your previous one.

Additionally, you are not giving human readable changeset comments and are using a hashtag that is not documented on the wiki as it needs to be according to the Organised Edit Guidelines.

Additionally the wiki tag page for tourism=resort appears to have been "deprecated" without any formal process so it remains a perfectly good tag per: osm.wiki/Any_tag_you_like
