Aus den Daten hätte ich nie auf diese Treppenanlage geschlossen, ist aber auch
wahrlich nicht trivial.
Ich würde gar nicht versuchen, dass so
im Detail zu erfassen, sondern einen Weg mit highway=steps, ungefähr da, wo jetzt
way/345024524 ist, mit incline=*.
Die area als solche dann vielleicht noch als
landuse=residential, surface=concrete
Die Relation ist aus meiner Sicht überflüssig.
Ist der Zick-Zack-Weg wheelchair=yes ?
