You need to use a different graph type: the data is not appropriate for a stacked graph.

Also, I think it needs to be broken down into countries to be of any interest. Certain countries that have had big data imports (USA, Netherlands, etc) will skew the data greatly because all the imported ways will have tags relevant to the import source.

It seems a really poor graph type
it should not be stacked graph
each region should have its own bar, this graph type works for logical progression (number of tags over time etc)
