The default Bing imagery for Japan is poorly orthorectified throughout the country. Here we see some sections of the Shin-Tomei Expressway where the distortions are very clear.

The correct imagery to use in Japan for tracing is from the Geospatial Information Authority of Japan (GSI) and the tileurl is http://cyberjapandata.gsi.go.jp/xyz/ort/{z}/{x}/{y}.jpg which can be used with source=GSImaps/ort

Issue file in iD to suggest alternate imagery based on map location to help new mappers set the correct background layer: https://github.com/openstreetmap/iD/issues/2826
