The message at osm.org/user_blocks/6111 which said “You have not followed https://wiki.osmfoundation.org/wiki/Organised_Editing_Guidelines . You must do that first.” appears to have been flat-out ignored.

Please contact OSM’s Data Working Group by email at data@openstreetmap.org so that we can discuss this import. When all necessary steps have been taken we can remove this block.
