Among other things, that block noted “lots of users have commented on your changes and you have not replied to any of them: http://resultmaps.neis-one.org/osm-discussion-comments?uid=1183839 “ and asked “when your block expires, please reply politely and answer all the questions that have been asked”.

You haven’t done that, so you will be prevented from editing until you write to OSM’s Data Working Group saying that you wish to apologise. We’ll then revoke this block and you must then continue as requested by osm.org/user_blocks/4782 , including replying politely to answer all the questions that have been asked.
