Follow-on block from osm.org/user_blocks/4641 et al.

This user is a persistent vandal who has created numerous sock-puppet accounts to continue mapping (in one case, with a profile picture of an actual sock-puppet).

In this case they’ve used a similar name to the account that I use for reverts and have copied the revert text used on e.g. changeset/96192839 .
