As I said previously, “You’re welcome to continue contributing to OpenStreetMap, but if there is any further vandalism you will be prevented from doing so”. changeset/97091107 is nothing more than that, so you will be prevented from editing in OpenStreetMap.

If you decide you want to start editing sensibly, please email data@osmfoundation.org explaining that and we can revoke this block.
