Dear dzw77,

before you run any custom software on OSM - your latest attempt seems to have generated 6099 empty changesets? - and before you import any data into OSM, please discuss your plans with the community. We will want to know your plans, your data sources, the tags you will use, and we want to see your source code.

Historic data has no place in OSM; you must upload that to openhistoricalmap.org.
