it appears that you are conducting a data import from an official source. Such imports need to follow some rules, see osm.wiki/Import/Guidelines - most importantly, you have to * discuss your import with the community before you run it * document your import on the wiki * link from the changeset comment to the wiki page so that everyone can see the procedure has been correctly followed. Please, do that now, before you do any further data uploads.

Many of the nodes you have imported have a “building:levels=2” tag. This makes no sense, please correct it.
