The DWG received various complaints about the changeset comments you are using, mostly random string of digits or characters.
The exact meaning maybe clear to you, but not to all the other OSM users and mappers.
You can read here why it is a good use to write clear and understandable comments to your changesets:

I have blocked your account to make you aware of the above issues, but after reading this message you can continue your OSM “work” as usual, but I do hope that you start using proper comments.
