これは、コミュニティで合意された highway=mortorway の規準があり、規準の再確認をお願いします。

それを見ますと、「自動車専用の標識（＝青地に白い車）」が掲示された道路」とのことですので、現地をご確認願います。（「二輪車、歩行者通行禁止」ではありません）

もしも規準を改めたいとお考えでしたら、コミュニティへ提議してください。

この編集は「制限速度引き上げを反映 」とのことでした。way 形状の編集を加えたことはミスだったのかもしれませんが、疑念を呼んだおそれもあったかもしれません。
