Having one big relation may be prone to breakage later. It may be easier to maintain to have multiple smaller separate relations (or just ways, if relation is not needed). Keep mapping!

Joe, the massive residential relation has repeats of the same members, and is glued to roads and other items. Maybe it should be broken up into smaller simplified ways? easier to maintain and won't break so easily.

Hi Reaver, welcome to osm! Looks like a new landuse=residential. The outer area should not be building=construction, but probably landuse=residential with name= complex name, and should not have a layer= tag. The individual buildings look like they are going to be townhouses, so each should be building=terrace, see osm.wiki/Buildings

Also there aren't any living streets in the US, so the highway should be residential.
