OK I have worked out what you are referring too. The original link I used is no longer working, it is now http://www.malvernhills.org.uk/media/1102/cycling-on-the-malverns-information-sheet-2016.pdf
The reference to this PDF is for the change of Access. The path was already on the OSM before I made this change. Though the Malvern Hills Trust have used a OS map the coloured overlay has been added by them, to show access rights, and is not covered by OS copyright.

What changes are you referring to?

This was a removal of a path that I knew was not there from personal knowledge but I also checked that it did not appear on the OS map to confirm my belief.
