I believe I added the tracktype on recommendation of one of the error engines throwing it as a recommendation to not be empty for the given highway/surface combination (bit fuzzy, that was 10 months ago now).

These paths are kind of like what a farm might have between fields, but this is municipal space that is behind fence and not publicly accessible.
