I'd like to suggest avoiding marking roads like this (the edit on Park Avenue) as under construction in circumstances like this. As described in the wiki (highway=construction), edits like this can stick around for many months on offline data sets. The wiki suggests only marking a road as being under construction if the project is expected to take longer than 6-9 months.
