Sure. However, this would mostly result in your relations vanishing, because they do not seem to have additional information except for the names in the Russian language.

Both OSM relations model the same bus route. But it seems they disagree on the bus stops, both on the number of bus stops and the placements of all bus stops. This is why it was possible that it was not detected that the same bus route was already modeled.

Are you sure that the bus stops of relation/17431742 are correct?
