I know it's been a few years, but TIGER is wrong about the name of this road. It is not called "County Highway Vv". Technically, the road is a supplemental state route (SSR) designated as "VV". Missouri statutes use the format "State Highway *" for state routes, though, so the most canonical name in my opinion is "State Highway VV".

Some of these segment had directional prefixes, too, but that's not something MoDOT does afaik.

The highway=unclassified tag is used for roads/routes that are too minor for systematic designation, and they are usually (not required to be) maintained by local government.

SSRs, on the other hand, are designated, signed with letters, and maintained by the state DOT.
