I would not class Shearwater as 8, it isn't an Unincorporated place like Dartmouth or Brookfield, it's a military base with a small neighbourhood where the married quarters are. This should be reverted.

I don't see the feature in OSM that has replaced this feature? All of the features in the related changesets appear to have been deleted without being replaced or being duplicates. Have I missed it and can you identify where it is?
If features are being replaced it best practice to maintain the database history instead of delete and replace. osm.wiki/Good_practice#Keep_the_history
This process should be reviewed here and around HRM where HRM Open Data has been being loaded. There are some intermediate steps which need to be taken to match map projections and transformations before that data should be brought in.

Can you explain this changeset deleting this feature? You've listed it was a duplicate, but there is no matching feature that still exists. You've deleted many of these features but they aren't duplicates.

I've gone through the imagery sources I would have used to make this (I believe it was bing) and it looks like they've painted over the area with the expectation that it is just water. The location you're looking at on the map is Northstar Island. A description of it can be found at https://en.wikipedia.org/wiki/Northstar_Island
