I use this https://public.eriecountypa.gov/property-tax-records/property-records/property-tax-search.aspx then type in the address and look at historical record, it tells you the neighborhood there. I then look it up using the real estate website RE/MAX to see the neighborhood boundary

According to remax and Erie county tax, these areas are neighborhoods/subdivisions
