I think generally speaking, highways in New Jersey don't have "Route <X>" in their "name=" tag if they already have the "ref=" tag, that is unless there's a more localized name such as US-1 being called "Brunswick Pike" in certain parts of the state. I think "Route 22" would fit better in the "loc_name=" tag. You can ask wireguy about this more, he'll probably give you a better answer.
