I see it differently. If AEDs are located in rooms/buildings or similar areas where it can be assumed, or even must be assumed, that they might be subject to access control, this must be indicated with the Key:access directive. In my opinion, the definition of Key:access is very clear in this regard.
Otherwise, your AED card will direct people to AEDs to which they are not authorized/allowed to access.

There are several buildings and a construction site on the premises. Which building is the defibrillator located in? The area is also very large. The defibrillator is listed as "inside the building," but it's actually located outside. It's incredibly difficult to find.
