Thank you for reaching out. We use the IBGE data available as an imagery layer in JOSM. If there was a name already present on the road in OSM, we added the name from IBGE as an alt name for the road. Please let me know if you have any other questions.

Thank you for the information. We are using the dataset IGAC to add missing names. We do not add prefixes unless they are present in the data set since we do not know what prefix would be correct for various roads.
