Hi mbethke, "ceb" stands for Cebuano language:

Thank you for your contribution and detailed explanation.
So far I haven't seen such tagging for coastlines, that's why it's seen very unusual and unexpected, and makes using OSM more difficult. The idea of OSM is to be flexible and at the same time very convenient to be used by other open source services and applications, thus making open source community stronger in the rival with google maps and other paid services.

Я не уверен, что в данном случае "operation" используется в этом узком смысле. Взгляните на примеры использования этого ключа:

Я не думаю, что, например, Почта России (которую вы найдёте на 4-й странице) лично закупает бумагу для каждого отделения.

Thank you for your reply.
1. Please consider the first paragraph from the link you have provided:
"Note: Many general interest features are already on Map Features and it is recommended to use the tagging given there. Otherwise other users might eventually convert your contributions to fit that scheme."
While I believe it's not totally restricted to use any tags you can ever come up with, it's highly recommended to use the existing tags to keep the OSM consistent, am I wrong?
2. Yes, I read, speak and understand Russian because it's my mother tongue (we can proceed the discussion in Russian if you want to).
2.1. Please consider reading the wiki article about operators. Since the key "official_name:parent" is not documented, I believe the key "operator" would be the most appropriate here because parent organizations and institutions are "directly in charge of the current operation of a map object".
3. From the second link you have provided:
"You do not have to ask permission before modifying existing data."
"In talking to other mappers, always assume good intentions."
Also I don't believe editing 5 ways and 16 nodes can be considered as a "large-scale" cleanup.

Hi literan,
I disagree with you: nobody uses the key "official_name:parent", please check at taginfo.openstreetmap.org - here these are the only instances in the entire planet!
Meanwhile the key "operator" should be used in this situation, check the wiki article:
The operator tag is used to name a company, corporation, person or any other entity who is directly in charge of the current operation of a map object.
