It is a little bit tricky, because there are not many free sources for this. As far as I do "armchair mapping" it is impossible for me to check this on ground. And most villages around I have mapped by myself. I use a long list with names from Census and from govermental sources. But there are no coordinates on it, only the "village name" (english and tamil) to which the "habitaion" belongs.
Another problem is tamil language. Because there are no verified translations into englisch or some sort of "roman script". So there are often more than one (written) englisch name.
if you have any idea for a good source of the village / habitation names with its correct locations,let me know!
And GNS as a second verification source is not is not available in this area.

first I did not find any tag for the MDDS-code (sort of e goverment code, found in census2011 documents and others), and also only less information for village tagging in india. But then I found a (older) discussion entry https://lists.openstreetmap.org/pipermail/talk-in/2012-May/001630.html (from osm.wiki/India:Places)
so I changed the tag name. Is ther a better tag or more common used tag for that?
I tag most as "village". It may be changed later, if there is a well defined india tagging scheme for populated places (wiki). But at moment there are often no populated places in the map there, so I add it from available open sources.
Btw. it is often not easy to find the correct spelling. Often you may find 2, 3 or more diffrent english spelling. I try to add all and the "official" from the census book I use for the "name" tag.
