That wasn't an intentional choice, just a side effect of the way that residential area grew over the last several years. I would certainly not map it that way from scratch, but refactoring landuses non-destructively in Rapid is quite tedious so that (and the many nearby landuses glued to roads) is something I was putting off until I had finished the building mapping for the region and returned to JOSM.
