Alleyways between UK terraced houses might be better tagged as highway=footway, as they typically aren't wide enough for cars to use. service=alley

I understand the argument against mapping for visual appearance rather than old what is syntactically correct, but there is a widespread precedent for tagging roller coasters as railways throughout OSM:
