Please download JOSM or iD editor to find the existing data to avoid making duplicate edits. highway=footway should be used for the highways that are used mainly or exclusively by pedestrians. If there is a highway and it's not restricted for pedestrians, you can add the foot=yes (foot=yes) tag in the future.
