Well yes and no. There is no direct support for that tag offered in the two editors I looked at. Sure a person can add any tag to any item however if its not a common tag, no renderers will note it on a map. There is a need to identify airports as public or private. Until the power-that-be modify the editors to encourage proper tagging on airports, its probably best to note it in the name.
