Thank you. I will try again. I got similar advice in the osmus slack. My mistake was in downloading the data as geojson from Overpass, which created new IDs. I had originally tried to load it into JOSM directly from Overpass, but had gotten a network error. This time I will download it within JOSM. And I'll do a sample first.

I didn't intend to replace them. I downloaded the data in Overpass Turbo, opened the data in JOSM, fixed the typo, and uploaded the changed features. I'm not sure what I should have done differently.

I'm somewhat new to OSM. Why is this section of the river (way: 22600658) a line instead of a multipolygon? Can I replace it with a multipolygon?
