You deleted forest access roads with a note saying "not public". I thought they were public. How do you/OSM define public?

Hello! thanks - I feel like a fool all on my own here. I know people are out there (I can hear them breathing). If you don't mind, is there a best practices for doing this? What I've seen is "how" but I'd rather not make EVERY mistake if I don't have to. thx

I've added this un-maintained road to OSM but it does not show up when I zoom in. How do I make it show up at larger scales (smaller extents)?
