If you believe any guidelines on the wiki are outdated or irrelevant, we encourage you to initiate discussions on community forum to clarify and recommend updates to the wiki based on your described approach. We are happy to participate and accept any final decisions on this matter. However, until then, we will continue to follow the rules outlined in the official wiki guidelines.

In this case, and in the case of changeset/168128145, we rely on the OSM wiki, which states that the 'none' value should be applied if there are no lane markings or signs determining the allowed maneuvers on the lane. turn=*#Identifying_a_turn_indication:~:text=or%20%3Cempty%3E-,There%20are%20no%20turn,-indications%20on%20this
Could you specify what you reference to when mentioning the possibility of turn lanes “none” value usage based on access:lanes tagging?
Regarding turn lanes, according to our internal policy https://github.com/Test-DCT/OSM-LYFT-DCT/blob/61f7554424aefbada1fde6d22fd71523c5f99d94/osmtrainingmaterialsfeatures/Turn%20Lanes.pdf, we add turn lane tags based on markings and signs. We do not include potential maneuvers, as in this case where you added the value "through|through;right."

However, based on the other article, your enhanced approach to tagging lanes is also applicable.

Given our understanding, both approaches can be used.
