I will carry on mapping/updating just Kobe.

Prior to your first contact, I had mapped some of Ashiya-shi, and a small amount of Nishinomiya-shi, as I venture around those areas frequently too.

Their terms seem to be similar to Kobe City, so would it be possible for you to ask similar things of these two cities?

It's good to know the roads fall under Road Law and can be used freely.

Thanks for your reply and insight.

Although there's a difference in our interpretation of the terms, as you said, ultimately it's important that permission is sought to determine whether I can continue contributing or not. I have no problem halting any further edits until I hear back from you.

I live in Kobe and have seen a lot of the city in detail, and as I have said before my updates are not just the street names, but also adding hundreds of streets and pathways that should be in OSM. I do feel I have been contributing positively towards OSM, and more information is better than less.

It's positive that other cities have approved such requests, so let's hope you get a similar response from Kobe City.

Thanks for reaching out. I have been updating Kobe City on OSM for about a year now - not just street names but adding streets and pathways. I must emphasise I have been doing this in good faith as OSM is rather out of date in Japan, and I suspect there are less users in Japan due to language barriers.

I have reviewed the Japanese terms and conditions of the Kobe City website again, and wonder if you are referring to the clauses below (translated by Google):
"Company names and product names listed and published on this site may be registered trademarks or trademarks of Kobe City or each company.
Except as permitted by the Trademark Act or other laws, these may not be used without the prior written consent of Kobe City or each company."
The "these" in this case refer to company and product names used within the Kobe City website, not the street data.

I have also reviewed their Prohibited Actions clause, but these specifically refer to preventing harmful use of the data, the misuse of personal information, selling the data for profit, and illegal usage.

Based on the above I believe I have been working within their terms and conditions and therefore have not sought permission from them to date. Access to the Kobe City website is open to the public and no subscription or login is required.

On a side note, some of the street data that I have been adding is already present in Google Maps. A good example of similar street data that already exists in OSM is in Toyonaka City, slightly east of Kobe. It shows that this street data is public, but patchy, depending on the city. I have been legitimately trying to improve the data, in many ways.

I hope this explanation is clear enough to show that I am working in good faith and not breaking any rules, and that I am able to continue contributing. Happy to discuss in further detail if you wish.
