Park is completely overgrown and has fence with no entry signs on it. There is not active construction work to improve the park happening

Not sure where you are seeing sidewalk / pedestrians in the segment where I edited. There are pedestrians in the parking lot just beyond this road. I was running here on Friday and pedestrians are directed off of Bowery Bay Blvd at the turn to the west of the Marine Air Terminal. It's pretty tight and buses are going by quickly. Would not advise walking there.
