Hi,
they sell grillpølser, Pariser Toast, franske hot dog and these things. They also sell coffee ("to go") and sweets (Bonbons) but I can't see any cake (not on menu, and none to see) or other things typical for a café.
For me that's fast food. And I think for OSM, too. ;-)

It's definetly not like amenity=cafe
