I am trying to figure out what is the correct way to tag lane count for the long portion of Alma Street that follows the Peninsula rail line. Is it supposed to be like this:

lanes=5
lanes:backward=2
lanes:both_ways=1
lanes:forward=2
turn:lanes:both_ways=left

OR

lanes=5
lanes:backward=2
lanes:forward=3
turn:lanes:forward=left||

I am conflicted because it does appear to be a center turn lane, however it only applies to one direction. There are painted arrows indicating turns for only one direction and it also wouldn’t make sense for the backward direction of traffic to get in that lane at all. Hence I lean to using the second tag set. What do you think? Could you explain why you changed it from the second tag set to the first one? All along this road mappers have alternated between these two tag sets and I am trying to find the correct one to make this road consistent.
