Hello!
This was my first attempt at mapping admin areas, i tried creating multipolygons but couldn't succeed, so created unclosed ways, so any experienced mapper could close the ways to create complete boundaries.
I started with a dumdata.org dataset and then improved the boundaries along mountain ridges and rivers or moved boundaries around places that i knew for sure to be in an admin area.
