The way you added on the southside of Barton Spring Road is also just a bike lane that's part of the road.

I think this is erroneous. West of Mopac what you've mapped as a sidewalk is really a bike lane that's part of the road, and east of Mopac you've added a sidewalk in addition to the already existing cycleway with footway=designated. There aren't two sidewalks there, just the mixed use path.

Possible note for the future, I think mapping a way with both `highway=construction` and `bicycle=designated` can imply that the way is still accessible by bike while under construction. Or at least that looks to be the case going off of highway=construction#How_to_map_the_start_of_a_road_repair_or_reconstruction
