The difference between a footway and a pedestrian street is the scale and the importance. A footway as defined by the osm wiki is "used for mapping minor pathways which are used mainly or exclusively by pedestrians” and the requirements are "To map a footway nothing else than a simple way is required. Add the highway=footway tag to it and add a name=* if appropriate.”
A footway should be used to tag something like a path through a park or a trail.

A pedestrian street is higher profile and serves more purposes than just walking. The wiki defines it as "A highway=pedestrian is a road or an area mainly or exclusively for pedestrians in which some vehicle traffic may be authorized.”
Pedestrian streets can be larger and be places like plazas or pedestrian malls, but if it serves a higher purpose and has the name infrastructure it should be labeled as a pedestrian street not a footway.

The pedestrian streets in Cali serve more purpose than just a sidewalk. They have names and are the streets that people use to access their homes.

Polygons should not be connected to roads. It makes editing roads difficult. Would you be willing to disconnect the polygons you created from the roads? Thank you
