The main aim for this connection is the operation of freight trains rather than passenger service so I'd guess the number of trains that will use it (in the future, that is) will be quite a bit higher than 1 or 2. However I concede that it is likely years in the future that it will reach that rate of use, and will be built as a single track with at most infrastructure ready for double track without building the superstructure. Therefore, sure, change away!
