Yes, this also applies to mopeds. Under Dutch traffic law, mopeds are classified as vehicles.The entry ban indicated by sign C2 applies to all vehicles by default. This means you cannot enter the street with a moped, scooter, speed-pedelec, or car.

There is one exception (sub-signs)
"Uitgezonderd fietsers": It only shows a bicycle so cyclists are allowed to enter. Mopeds (yellow license plate) are strictly forbidden.
