| 176723059 | My bad, a correction. They are inside Espirito Santo (54882), which is America/Sao_Paulo, and that tag is what puts them in utc-3. This means the pernambuco pattern is the best fix. Dropping timezone tag from 54882 (mainland Espirito santo would stay covered by 19510840) and then adding the territorial-sea rings 770537922 and 770537923 to this relation. |

| 176723059 | This revert's rationale runs into a problem: Lei 12.876/2013 groups Fernando de Noronha, Atol das Rocas, and the Trindade e Martim Vaz archipelago into a single UTC-2 zone, regardless of which state administers them. Rocas being administratively part of Rio Grande do Norte doesn't change its legal UTC-2 status, any more than Fernando de Noronha's own administrative ties to Pernambuco do. IANA's zone1970.tab comment for America/Noronha also says "Atlantic islands" (plural), not just Fernando de Noronha. So Atol das Rocas probably belongs back in this relation. Separately: Trindade and Martim Vaz currently sit in no timezone relation at all. timezone-boundary-builder falls back to America/Sao_Paulo (UTC-3) for them, which looks wrong for the same reason above. I'm adding them to this relation as outer members: ways 135627415 (Ilha da Trindade), 135627416 (Ilha de Martim Vaz), and the named satellite islets 169300812, 169300813, 169300814, 169300815, 135627417, 135627418. |
